14th Session of the Constitutional Commission`s Basic Issues and Coordination Sub-Committee Held

The Constitutional Commission's Basic Issues and Coordination Sub-Committee held the fourteenth session on July 22 at 11.00 h.


The Constitutional Commission's Basic Issues and Coordination Sub-Committee held the fourteenth session on July 22 at 11.00 h. Mr. Vladan Batic, Ph. D., presided over this session.

The work on the part of the Constitution referred to the organization of state administration has been resumed at this session. Constitutionality and legality, as well as the Constitutional Court were the issues under discussion.

The Sub-Committee members reconciled their positions on constitutional provisions regulating the following issues: coming of both laws and the other basic enactment into force and their recurrent effect, the right of appeal, the administrative procedure, and the use of language in the government agencies' proceedings.

In the course of discussing the Chapter of the Constitution referred to the Constitutional Court, there was a separate discussion on autonomy and independence, on competencies and composition of the Constitutional Court, on the constitutional appeal as well as on both the manner of election of judges and the tenure of judges' offices. The Sub-Committee discussed provisions on procedure of changing of the Constitution as well as the transitional and final provisions.
